    Petrobras: new tender for OSRV

Petrobras released a new tender to charter up to six more OSRVs, for contracts of 4 years firm duration. Vessels hired in this opportunity are set to begin operations by November 2025 or May 2026, depending on which of the two availbale batches Owners will offer for.

Only Brazilian flagged vessels (or REB) are eligible to participate. Proposals are due by August 15th. Petrobras is considering vessels built 1997 onwards, with DP-1 capabilities, complete oil spill response equipment and 750m³ oil rec capacity.

This tendering process comes out to the market two weeks after Petrobras disclosed the classification of their latest OSRV opportunity, in which almost half of the contenders were disqualified as a result of failing to comply with that tender’s document submission requirements, following revisions from Petrobras towards the end of that process.

  • Disqualification of OSRV Vessels: Petrobras Update

Disqualification of OSRV Vessels: Petrobras Update

By Omar Darian and Alexandre Vilela

    CBO Rio vessel (Source: CBO)

Petrobras recently published the official ranking of proposals for the latest OSRV (Oil Spill Response Vessel) tender. 10 vessels were disqualified, 9 of which due to the mistaken submission of the fuel consumption spreadsheet, affecting 4 distinct owners. Currently, 13 vessels remain under consideration, divided into 2 lots.

Root cause: An initial error in the documentation package provided by Petrobras, which included the wrong spreadsheet (PSV consumption scenarios instead of OSRV). In Q&A Circular 6 of 8, a corrected spreadsheet was made available, but many participants missed this update.

What lesson can be learned from this tender process? Your insights and comments are welcome.

Strategic Move: Strengthening Brazil’s Naval and Offshore Sectors

Transpetro, the transportation and logistics subsidiary of Petrobras, has announced a substantial investment in building a new fleet of vessels. This initiative underscores a commitment to modernizing their infrastructure and stimulating economic growth in the maritime sector.

This ambitious plan begins with an international bid for the construction of four tankers vessels, each one between 15,000 to 18,000 deadweight.

The first is expected to be launched in the first half of 2026, with subsequent ships following at six-month intervals until mid-2028. This initiative is part of Petrobras’ Strategic Program for 2024-2028, which includes a comprehensive plan for fleet renewal.

One of the most compelling aspects of this project is the emphasis on supporting Brazilian shipyards. As highlighted by Transpetro CEO Sergio Bacci, domestic shipyards will have access to the Merchant Marine Fund (FMM), providing them with a competitive edge.

    Current deadline to send proposals:
    October 7, 2024

MODEC: Thirteen FPSOs chartered and two under construction

MODEC has demonstrated resilience and continued leadership in Brazil’s FPSO market despite the conclusion of the Shell Fluminense FPSO contract and Enauta‘s decision not to purchase the Cidade de Santos. The Japanese company remains a dominant force, with a fleet of 13 chartered vessels, as highlighted by WSB.One, most of which are contracted with Petrobras.

MODEC’s FPSOs consistently deliver impressive production figures. In May, FPSO Guanabara, operating in the Mero field in the Santos Basin, achieved outstanding performance with a production of 179,546 barrels of oil and 11.68 million cubic meters of gas, per day. Other noteworthy FPSOs include Cidade de Angra dos Reis and Cidade de Itaguaí, both located in the Tupi field, the largest oil-producing field in Brazil.

MODEC is further progressing with the construction of the Raia and Bacalhau FPSOs, for Equinor, Campos and Santos Basins, respectively.

Enauta opts out to FPSO purchase

Enauta informed Modec that it will rescind the purchase contract for the FPSO Cidade de Santos. The vessel, which was purchased at the end of 2023, for US$48.5 million, will return to the helm of the Japanese company.

Of this amount, US$7.2 million was paid at the signing of the contract, while the balance would be paid later. In a statement, the brazilian oil company highlighted that she has the right to receive half of the amount paid when signing the agreement, the equivalent of 3.6 million dollars.

The vessel produces oil and natural gas in Uruguá and Tambaú, in the Santos Basin. The fields were sold by Petrobras to Enauta on the same day as the purchase of the FPSO. Now, the companies are discussing what to do with the asset.

PSV 4500 Siem Giant completed its dry docking this past week in Rio de Janeiro. The vessel is ready to resume her long-term contract with TotalEnergies.

Less than two months ago, Siem Offshore changed its name to Sea1. The name change is a natural consequence of Kristian Siem stepping down from the company’s leadership.

  • OSRV: Petrobras ranking out

    OSRV: Petrobras ranking out

Petrobras released the preliminary rankings for the vessels registered in their tender to charter up to five OSRVs, which closed last week. Out of the 26 contenders, three were disqualified for incomplete proposals that lacked fuel consumption cost values: Mandrião and Atobá from Wilson Sons and Titan from Asgaard Bourbon Navegação. This company is still competing with two other vessels, yet to be named.

The vessels are ranked by the lowest total daily rate, including fuel costs. Leading the list is OceanPact Serviços Marítimos’s Ilha de Tinharé, followed by Brasbunker’s Mar Limpo III, V, and IV, and Bram’s Campos Contender.

The tender is divided into two lots: Lot A includes 14 vessels, while Lot B comprises 9 vessels. Some vessels, such as the ones from Brasbunker, were offered in both lots.
