    TotalEnergies and its partners from the Libra consortium have initiated a series of offshore wind measurements in the pre-salt region. According to the company, the goal is to gather novel and high-quality data on the wind behavior in the pre-salt region to support future offshore wind projects.

    Petrobras tender for the charter of up to 12 OSRVs had its results disclosed to the market with 9 Brazilian flagged vessels hired. 13 proposals were presented, 8 proposals were originally qualified, 1 was under analysis and were disqualified.

    “We noticed some offers just below Petrobras’ indicative budget of USD 31K/
    day, and Petrobras consider hiring OSRVs with rates almost double of what we saw in past tenders. After negotiations with Petrobras minor discounts might be granted by the owners. Still, current rates reaffirm that the market is improving for owners” – says Omar Darian, Chartering Manager at WSB.

    The National Petroleum Agency (ANP) released a forecast for exploration investments in Brazil in 2024. The institution states that oil companies will invest US$1.96 billion in the country this year. Of this total, 95% must be invested in offshore oil fields. Well drilling is the activity that will most impact investments planned for the year, with US$1.71 billion projected for the drilling of 39 exploratory wells. For the Equatorial Margin basins, the forecast is around US$ 1.09 billion. For the East Margin basins, the total could be US$772 million. The onshore basins have an amount of investments planned for 2024 of US$ 100 million.

    The currently open SDSV tender from Petrobras was announced after approximately 2 months of silence and only 2 vessels qualified (Far Sound and Far Scimitar), although Petrobras had earlier mentioned potential for more vessels. The duo presented by Oceanica is not suitable, according to a well sustained recourse presented by Belov. As Chouest vessels presented on this tender are also qualified on another tender, should Oceanicasub not prove Belov wrong, Petrobras might move to award the vessels from Belov (Amaralina) and Assomaritima (Asso 25).

    Following the public notice on the first week of 2024 with the final qualification of 9 vessels in Petrobras opportunity for up to 20 PSVs issued last year, the Brazilian Oil Major has now disclosed the public award for all 9 vessels previously qualified. Amongst the awards, there were 3 PSV OSRV, 2 PSV Multipurpose and 4 PSV 4500 General Cargo. The vessels that were left out in this tender were disregarded by Petrobras either for not meeting the desired mobilization window, or due to their hiring demand being already met. As reported by WSB in the news “foreign flag in the sun” (check below), the highlight of the tender was the 2 foreign flagged PSVs from Edison Chouest chartered for 4 years firm, even though the Brazilian rules and regulations of circularization only allows for a maximum one year permit for such vessels.

    After many years of Brazilian flag domain, Petrobras qualified foreign flagged PSVs on a public tender with more than 1 year charter period. In end-December Petrobras disclosed the partial result for the hire of up to 20 vessels with 2 Edison Chouest vessels qualified under “4500 general cargo” and yet another 3 Edison Chouest vessels remaining under analysis under “4500 multipurpose”.

    Signs of newbuilding orders on the horizon, Petrobras on the move released suggested design specifications for PSVs and RSVs for their potentially upcoming newbuild tender. It’s getting closer. PSVs of 5,000t dwt, 1,000m2 deck area and multipurpose tank configuration (dedicated cargo is history) are desired, whereas RSVs are set for up to 3,000m water depth, 2 work class ROVs, subsea crane 80-150 tonnes SWL and 60-70 POB.Energy efficiency is paramount with diesel-ethanol dual on their radar.     Reflecting share prices doubling from just above BRL 10,00 in late March 2023 to just above BRL 20,00 on 26th December 2023, Enauta is capturing the currently positive market reaction as it concludes the acquisitions of Uruguá-Tambaú (100%) and Parque das Conchas (23%) interests, as well as FPSO Cidade de Santos (deployed in Uruguá-Tambaú). In bundle, the operator invests USD 32,275 million cash upfront, with committed and contingent additional payments up until USD 201,225 million, with an added production of approximately 13,5 thousand bbls / day (additional to its current 6,4 thousand bbls / day 2023 average as reported on 05th December 2023 press release). There is a series of potential synergies amongst the fields of Oliva/Atlanta, Uruguá-Tambaú and Parque das Conchas, in a movement that is anything but “on occasion” by Enauta. Farm-ins or full-takeovers are a far more complex a deal than a Christmas announcement might reveal. Take for instance that the Parque das Conchas 23% farm-in (or full acquisition from QatarEnergy Brasil interests) balance payments consider the effective date of 01st July 2023.     Petrobras has disclosed the partial results of its OSRV 750 tender, that closed on November 7th 2023, for the charter of up to 12 vessels. The following vessels and respective companies have been approved for contracting by Petrobras: GNL 1015, from owners Galáxia Navegação; Marlin Yare, from owners Marlin Navegação; Jim O´Brien and Fernando de Noronha, from owners Oceanpact Navegação; Macaé, from owners Oceanpact Serviços Marítimos; Elizabeth C and Olin Conqueror, from owners Bram Offshore and Viking Surf, from owners Brasbunker Participações. There is one proposal from Siem Offshore that is still being evaluated.

    Petrobras has disclosed the partial results of its PSV tender for the charter of up to 20 vessels. As previously reported in our Weekly Market, the tender closed on November 10th 2023 and sought various PSV categories such as PSV OSRV, general cargo, multipurpose and fluid carrier. The following vessels and respective companies have been approved for contracting by Petrobras: Bravante I, from owners Brasbunker; Ilha de Santana from owners Oceanpact; Navegantes Pride, Santos Solution, Bram Buck, Juan C and Robert Adams from owners Bram Offshore and Starnav Cepheus from owners Starnav. Otther proposals from Posidonia and Bram Offshore are being evaluated.

    modec contracts shipyard

    BrasFELS shipyard in Angra dos Reis, located around 150 km far from Rio de Janeiro, was hired by Modec to build topside modules for the FPSO of the Raia Project, in Campos Basin. The work should begin in the first quarter of 2024. The agreement provides for the manufacturing of three modules: Vapor recovery/flare knockout unit (VRU/FLARE KO); Oil separation and stabilization;
    and flowline circulation and measurement systems.

    Equinor is out in the market seeking to charter one PSV 3500 or 4500 dwt. Contract period will be of 12 months firm plus 2 options of 3 months each with commencement set for the first week of April 2024. The Norweigian oil company curretly has 6 PSVs under charter and will soon mobilized another large PSV that recently arrived in Guanabara Bay.

    PRIO issued a tender to hire an AHTS with at least 180ton bollard pull and DP2. Commencement is set for March 2024 for a 180 days firm plus 90 days option contract. In case of interest, bidders have until December 20th to submit an offer. Back in July the company hired AHTS 15000 GH Navigator and AHTS 18000 AH Valletta both for one year firm.
