Petrobras is taking another step towards the decarbonisation of its activities in the oil and gas market. This time, the Brazilian oil company issued a tender to hire studies to assess future scenarios for the decarbonisation of maritime transportation. The contract involves the evaluation of options to decarbonise vessels through logistics and digitalization, hydrodynamic and machinery improvements and the use of technologies for carbon dioxide capture and alternative fuels such as hydrogen,
methanol, biodiesel and LNG. Earlier this year, Petrobras chartered its first AHTS equipped with hybrid propulsion. As previously mentioned in our Weekly Market Update, AHTS Mr Chafic of
owners BRAM (Edison Chouest Offshore) is expected to achieve an emission reduction of 15% upon completion of the battery’s installation.

new UMS PB tender
Petrobras is once again in the market. This time, the Brazilian oil company seeks an UMS (floatel vessel) for a 600-day firm plus 600 days option contract. The tender is divided in two batches: The first one will be under the close dispute mode and the mobilization period is yet to be informed by Petrobras. Commencement of charter is set for March 1st, 2024. The second batch, unlike the first one, has been defined with 180 days for mobilization with commencement set upon completion of the mob period.
The first batch will have priority over the second given that the commencement date of March 1st, 2024 is Petrobras’ target. In terms of technical specifications, the proposed unit must have 440 PAX for Petrobras’ personnel, at least 600m2 of free deck area and must be built 2005 onwards. In case of interest, owners must submit their offer latest by August 11th, 2023.

bram and 3R
AHTS 15000 Bushbuck has recently arrived in Rio de Janeiro. The vessel, under Bram Offshore management, has been mobilized and is expected to commence a long-term charter with 3R Petroleum in the coming weeks. In the meantime, AHTS 9000 Elizabeth C is engaged with 3R as Bushbuck’s front runner. Besides the Bram vessels, 3R has also chartered the PSV 3000 Ilha de São Sebastião from owners Oceanpact.

prio with 100.000 boed
PRIO started production at well ODP5 (“F23P3”) in the Frade field, Campos Basin. At first, the Brazilian independent produces 8,000 boed at the site, bypassing the 100,000 boed total mark. In June, PRIO produced 96,000 boed, 57% of which came from the Frade field.
Frade is, therefore, the company’s main operational asset. The delivery of the ODP5 well is part of the third phase of the field’s revitalization. The start of production however, was scheduled for a year from now. The Frade field is located approximately 118 km off the north coast of the state of Rio de Janeiro, in water depths between 1,050 and 1,300 meters.

ecovix and gerdau
Ecovix, owner of the Rio Grande shipyard and the steel company Gerdau were the winners of the tender for the decommissioning of the P-32 platform, a production system unit that was being used by Petrobras in the Campos Basin, Rio de Janeiro state.
The dismantling should start between 90 and 120 days and last around one year, counting from last 7th of July. Ecovix will receive the platform at the Rio Grande shipyard. Gerdau, in turn, will use the metal scrap generated as raw material for steel production.

Petrobras released a new opportunity for the charter of RSVs (ROV support vessels). Once again Petrobras will entertain Brazilian and foreign tonnage. Interested parties can choose from 4 different batches to offer which vary on commencement date (March and July 2024 or January and July 2025) and technical specifications (number and types of ROV mobilized). Contract period for all batches is 1460 days firm. Deadline to submit offers is set for Augst 1st 2023.

Last week, Petrobras released to the market the highly anticipated Shallow Diving Support Vessel (SDSV) tender. The opportunity will accept Brazilian/REB and foreign flag candidates as well as “hydrojet” and “daughter craft” categories. Petrobras will prioritize the hiring of vessels equipped with ROV divided into two groups with different deliveries (March/24 and March/25). Vessels hired in this process will have 4 years firm contracts and the current deadline to submit offers is July 31st 2023.

On Monday last week, Petrobras received offers for the 50 POB accommodation vessel public tender. The opportunity sought to hire one walk-to-work vessel to provide accommodation and catering services. With only three vessels presented, Solstad managed to secure first place in both Brazilian/REB and foreign flag batches, with Normand Australis at global day rates of USD 87.445 and USD 82.543 respectively. The rates are inclusive of mob/demob fees and temporary importation taxes since this type of vessel does not qualify for REPETRO regime. The contract duration will be of 740 days.

Mr. chafic new contract
AHTS 15000 Mr. Chafic of owners Edison Chouest has been awarded on Petrobras’ AHTS-TS hybrid tender for a 4-years contract. As previously reported on in our weekly market update, the two vessels from CBO that were placed first ended up being disqualified for not considering the installation of battery packs – a mandatory requirement for the tender. As a result, Mr. Chafic will be the first AHTS with hybrid propulsion to work in Brazilian waters. Edison Chouest has one year to conclude the modifications and the implementation of the battery packs onboard.

New petrobras tender
Last Monday, Petrobras released a newtender for various AHTS vessels with and without ROV services. The vessels are categorized in as of low capacity (180T BP), medium capacity (230T BP) and high capacity (270T BP), with medium and high capacity vessels also required to have deploying devices for 120T torpedo anchors, and Petrobras will once again entertain offers from Brazilian and Foreign flagged vessels. In total, there are 28 different batches, comprising 6 groups where Owners can choose to place vessel offers with delivery windows ranging from February 2024 to April 2025 and contract durations of 3 and 4 years firm. Petrobras will prioritize the chartering of AHTSs equipped with ROVs and earlier delivery windows. The initial deadline for submission of proposals is set to July 24th although due to the size of this tender, it is very likely that it will get postponed.

Solstad sells AHTS
Solstad Rederi AS, a wholly owned subsidiary of Solstad Offshore ASA, has sold the AHTS Elang Laut 1. The values and the name of the buyer weren’t revealed. The vessel has been in layup in Asia since.
The delivery of the vessel to the new owner took place last Sunday (3). In a statement, Solstd mentioned the sale of the vessel “will result in an immaterial accounting effect”. Still last week, Solstad finally delivered 37 PSVs to Tidewater. The agreement was made in March. This will reduce Solstad´s interest bearing debt by approximately NOK 6 billion (around US$ 574,8 millions).
