Petrobras has released this week the third partial update on its ongoing AHTS charter bid, although the total number of vessels to be contracted has not been disclosed. The latest update includes the replacement of Skandi Paraty by Skandi Logger, upon request by Norskan/ DOF Subsea, featuring a VTC of $86,483.00, in Lot B2a.
In the previous round, a similar adjustment occurred within Solstad’s fleet, as Normand Sagaris was replaced by Normand Sirius, with a VTC of $84,930.56.
So far, Petrobras has awarded 11 vessels in this bid: Skandi Paraty, Skandi Angra, Skandi Logger, Skandi Urca, Skandi Iguaçu, Normand Sirius, Normand Sigma, CBO Bossa Nova, CBO Iguaçu, CBO Terra Brasilis, and CBO Endeavour.

WSSV Bid Petrobras
Petrobras has announced the preliminary results of a tender to charter up to three Well Stimulation Support Vessels (WSSVs), divided into four lots—two for Brazilian-flagged vessels and two for international ones. The bidders include Baker Hughes, Halliburton and Schlumberger.
This type of tender results in three separate contracts for the awarded company(ies): one for the charter of the vessel, one for well stimulation services, and one for the supply of chemical products.
All lots (A to D) have a firm period of 1,330 days, with mobilization expected by April 2027 or within 510 days of contract signing.
While Petrobras has not yet released the official comparative value spreadsheet, current rankings were estimated based on similar data from a 2023 tender. Final results may change once Petrobras publishes the official classification.

Global carbon tax
Member states of the International Maritime Organization (IMO), a UN agency, voted last week in favor of creating a global carbon tax for maritime emissions, becoming mandatory for large ocean-going ships over 5,000 gross tonnage, which emit 85% of the total CO2 emissions from international shipping. A total of 63 countries supported the measure, including Brazil, while 16 opposed it, 25 abstained, and the United States was notably absent from the vote.
The proposed tax would charge companies either USD 100 or USD 380 per ton of excess CO₂, depending on the case, and is expected to come into effect in 2027. Details are to be finalized by October this year. In addition to environmental benefits, the tax is intended to generate funds for decarbonization initiatives.
This is not the first, and likely won’t be the last, such measure in the maritime industry. Similar national and regional taxes already exist, prompting companies to explore alternatives for compliance and cost reduction.
Coincidentally, or perhaps not, Petrobras published a LinkedIn post this week emphasizing the importance of decarbonization for both the Brazilian market and the world. The national oil company also reiterated some of its commitments, including USD 16.3 billion in investments toward the energy transition. -

BW Energy: Golfinho Field
BW Energy has announced the Final Investment Decision (FID) for a new development at the Golfinho field, targeting increased production, lower operating costs, and an additional 3,000 barrels of oil per day starting in 2027. The company plans to invest approximately USD 107 million in the initiative.
Located in the Espírito Santo Basin, the Golfinho field sits in water depths ranging from 800 to 1,700 meters. BW Energy has held 100% ownership and operatorship of the asset since 2023. Production is handled via the FPSO Cidade de Vitória, also owned by BW Energy. -

Camorim celebrates new arrival
Camorim celebrates the delivery of its newest vessel, the ASD tug C-Condor, handed over last week in Itajaí by Detroit Brasil. This is the fourth vessel in a five-unit series of azimuth stern drive tugs ordered by the company, each boasting 70 tons of bollard pull.
The first three units, C-Falcão, C-Fênix, and C-Albatroz, were delivered between late 2024 and early 2025. The final tug in the series, C-Harpia, is expected later this semester.
With this addition, Camorim’s fleet now exceeds 150 vessels, including PSVs, AHTSs, barges, launches, floating docks, and LHs, reinforcing its position as one of Brazil’s leading maritime support providers.

Campo de Búzios: projects
Petrobras is preparing to launch a new tender for the Búzios 12 project later this semester, according to a Reuters report. The contract will follow the Build-Operate-Transfer (BOT) model and cover the deployment of a new FPSO with a production capacity of up to 180,000 barrels of oil per day and 5.5 million cubic meters of gas daily.
The company already operates six FPSOs in the Búzios field, P-74, P-75, P-76, P-77, Almirante Barroso, and the recently added Almirante Tamandaré, highlighting the field’s strategic value. The latest unit has a capacity of 225,000 barrels of oil equivalent per day and can process up to 12 million cubic meters of gas.
According to ANP data, Búzios averaged 932,000 barrels per day in 2024, making it the seventh-largest producing field in Brazil. Petrobras is targeting 1 million barrels per day by the end of 2025 and aims to reach 1.5 million by 2030. -

Petrobras announced today (April 10) the launch of a tender for the chartering of up to six Platform Supply Vessels (PSVs), under a SEP format — a process traditionally marked by limited public disclosure. Even so, WSB Advisors can provide the following details:

Petrobras new tender
Petrobras has launched a new tender for the permanent abandonment of dry-completion offshore wells, decommissioning of jackets, and plugging of oil, gas, or water wells, including supply of materials. The opportunity, listed under number 7004427678, is open for proposal submissions until June 10th.
The scope covers six wells located in Bahia, primarily near the city of Itaparica. These shallow-water assets are at depths ranging from 0.5 to 15 meters and reflect Petrobras’ continued focus on responsible decommissioning and environmental compliance.
