    Belov’s appeal is rejected

    Petrobras closes the SDSV tender after nearly exceeding the validity of offers, finally disclosed the results of the appeal from bidders Belov against the initial award notice for Oceanica with vessels Far Sound and Far Scimitar.

    After appreciating the technical points brought up in the appeal, Petrobras decided to rule in favor of Oceanica and sustain the award for their vessels, albeit the differences between the requirement and the presented offers. With all stages of the public tender completed, Petrobras can now move to contract signature, with a 270-day mobilization period granted to the winner.

    With the SDSV now out of the way, Petrobras can better focus on the remaining unfinished tenders of their SUB management, such as the AHTS-R and RSV, both opportunities closed in November 2023 on which not even a partial qualification has been yet disclosed.

    OTSV arrives in Rio

    OTSV Marina I from owners Locar has arrived in Guanabara Bay to commencer her first contract with Petrobras. The vessel went through modifications in China and is expected to start her charter in the coming weeks. This is the first offshore supply vessel acquired by Locar, a company that traditionally has only operated line handlers and barges. Marina I will join Petrobras’ OTSV fleet together with Belov Mares, a newbuild PSV also which went through modifications to become an OTSV, at Belov’s shipyard in Salvador, Bahia and was delivered to Petrobras last year.

    OSRV tender closed

    Last Friday (16), Petrobras received offers for its OSRV tender that foresees the charter of up to 7 vessels. All offers considered Brazilian flag or REB and a 1460 days firm contract. Petrobras’ indicative budget for this tender was USD 35.020,95. If compared to the previous tender, the  average daily rates presented by bidders increased by 25%.   • AHTS multipurpose arrives

    AHTS multipurpose arrives

    Oceanicasub X, another AHTS acquisition for Oceanica’s fleet, has arrived in Brazil. The vessel was awarded by Petrobras in a public opportunity back in 2022 as AHTS Multipurpose for a firm duration of approx. 4 years. Besides the regular activities of an AHTS, the vessel will also be required to engage in ROV and shallow diving operations.

    “Although this is the first time Petrobras charters one AHTS with the provision of diving services, it will not be the first time diving operations will be carried out from this type of vessel, as in the recent past Petrobras had very successful experiences mobilizing diving systems on their own at C-Sailor and Asso Trentuno, both anchor handlers from Bram and Asso Marítima, respectively”, said Raphael Montes, Proposals Manager at WSB.

    Award to the PSV’s

    Following the public notice on the first week of 2024 with the final qualification of 9 vessels in Petrobras opportunity for up to 20 PSVs issued last year, the Brazilian Oil Major has now disclosed the public award for all 9 vessels previously qualified. Amongst the awards, there were 3 PSV OSRV, 2 PSV Multipurpose and 4 PSV 4500 General Cargo. The vessels that were left out in this tender were disregarded by Petrobras either for not meeting the desired mobilization window, or due to their hiring demand being already met. As reported by WSB in the news “foreign flag in the sun” (check below), the highlight of the tender was the 2 foreign flagged PSVs from Edison Chouest chartered for 4 years firm, even though the Brazilian rules and regulations of circularization only allows for a maximum one year permit for such vessels.

    After many years of Brazilian flag domain, Petrobras qualified foreign flagged PSVs on a public tender with more than 1 year charter period. In end-December Petrobras disclosed the partial result for the hire of up to 20 vessels with 2 Edison Chouest vessels qualified under “4500 general cargo” and yet another 3 Edison Chouest vessels remaining under analysis under “4500 multipurpose”.

    Petrobras has disclosed the partial results of its OSRV 750 tender, that closed on November 7th 2023, for the charter of up to 12 vessels. The following vessels and respective companies have been approved for contracting by Petrobras: GNL 1015, from owners Galáxia Navegação; Marlin Yare, from owners Marlin Navegação; Jim O´Brien and Fernando de Noronha, from owners Oceanpact Navegação; Macaé, from owners Oceanpact Serviços Marítimos; Elizabeth C and Olin Conqueror, from owners Bram Offshore and Viking Surf, from owners Brasbunker Participações. There is one proposal from Siem Offshore that is still being evaluated.

    Last Friday (10), Petrobras received offers for its PSV tender that may charter up to 20 vessels. The tender was divided into two lots: lot A with mobilization for February 2024 or 60 days upon contract execution and lot B with mobilization for May 2024 or 150 days upon contract signature. For both lots owners were allowed to offer Brazilian, REB or foreign tonnage although the latter will only be considered in case Petrobras’ needs are not met through national flag hiring. Lot A saw no foreign tonnage offered and had a single offer for Bravante I as PSV OSRV category from Brasbunker slightly below Petrobras’ reference budget, at USD 42.629,65.

    Lot B had Pelicano from Wilson, Sons S.A. as a PSV OSRV at USD 32.501,75, Posidonia Leopard from Posidonia Shipping as PSV multipurpose at USD 40.450,00, Bram Buck from Bram Offshore as PSV 4500 and PSV 4000 general cargo at USD 38.522,00. All vessels mentioned were ranked first in its respective categories. If no foreign tonnage was offered in lot A, Bram Offshore made sure to not allow that to happen in Lot B having offered 7 foreign vessels across the same categories mentioned before and with rates ranging from USD 38.522,00 to USD 42.522,00. The tender received no offers for the hybrid, fluid carrier and 3000 DWT general cargo categories.

    Petrobras reported that it found new oil signs in well 3-BRSA-1388DA-SPS at the Sagitário Prospect, in block S-M623, Santos Basin. The discovery is at 1,866 meters depth. The block was acquired by Petrobras in 2005 during the 7th round of ANP bidding. It is explored in partnership with Shell and Repsol Sinopec, each one with a 20% stake. The first reports of oil discoveries at this block were in 2013 but in the pioneer well 1-BRSA-1063-SPS. In 2020, Petrobras announced the discovery of one extension well for the block, the 3-BRSA–1370-SPS.

    Petrobras is once again out in the market with a competitive process under a SEP (closed invitational tender) to charter OSVs that will be employed in consortiums that have other oil companies as partners. This time, the Brazilian oil company is seeking up to 16 PSVs for a 4-year firm plus options contract.
    The PSVs are divided into different specifications (Multipurpose, Fluid Carrier & General Cargo) and will be chartered according to a pre-defined priority order. Offers are split into three batches: “A” with delivery for February 2024 or 60 days after contract signature; “B” with delivery for May 2024 or 150 days after contract signature and “C” with delivery for September 2024 or 150 days after contract signature. Vessels offered under batch “C” will only be considered in case Petrobras’ demand is not met with
    vessels presented in batches A and B. Interested parties have until November 24th to prepare and submit an offer. Petrobras currently has another tender open for the charter of up to 20 PSVs
    and with this new SEP, the oil company may charter up to 36 PSVs upon conclusion of both processes.

    Petrobras received the license from the Brazilian Institute forthe Environment and Renewable Natural Resources (Ibama) to drill a well in deepwaters in the Potiguar Basin, in Brazilian Equatorial Margin. The drilling is expected to begin in November. The well will be drilled 52 km off the coast. The Brazilian state-owned company wants to explore to obtain more information from the area to assess economic forecasts and the extent of potential oil discovery. Therefore, there is still no oil production at this stage.

    Petrobras published the sale notice for FPSO P-33, currently located in Marlim field, Campos Basin. The tender will follow the same decommissioning model as the P-32, within the rules for recycling and sustainable destination of the company’s vessels. The notice requires competitors to be Brazilian with a mandatory dry dock. Interested companies have a deadline to submit offers by October 16. Deadlines for technical visits and bids are open until November 20th. The FPSO is 337 meters long, 54.5 meters wide and weighs approximately 49 thousand tons.

    Foresea signed a new contract with Petrobras to charter the 6th generation Norbe VIII drillship. The agreement will be valid for three years and worth US$450 million. The vessel has a water depth of up to 3.000 meters, capable of drilling wells of up to 12.195 meters.The new contract shows the company’s strength in the Brazilian market as all five vessels in Foresea´s fleet are chartered out. A few days
    ago, in fact, the company announced a semi–annual profit of almost US$100 million.
