Petrobras hit the market once again with more simultaneous tenders to charter OSVs to their fleet. Three new opportunities for PSVs, AHTS and OSRVs are out, this time with a twist. Not only the Petrobras disclosed the number of vessels they intend to hire from each tender (up to 20 PSVs, 12 OSRVs and 1 AHTS), but for the first time in a couple of years they also revealed their infamous “indicative budget” within tender documents, which is the basis for every hiring negotiation they go through. The daily rates Petrobras is expecting to receive in such opportunities are around USD 31k for OSRVs, USD 48k
for the AHTS and ranging from USD 26k to USD 44K depending on the size and scope of work, for PSVs. Petrobras will qualify offers based on the most competitive price disregarding anything above these thresholds. Delivery for all vessels is expected to take place between February and May 2024 and
the deadline to submit offers is October 10, subject to changes. Brazilian or REB vessels
as well as foreign flagged candidates will be considered for all oportunities.

The Federal Public Ministry sent to the Brazilian Institute of the Environment (Ibama) a recommendation for the agency to deny Petrobras’ request for reconsideration of the exploration of the block FZA-M-59, on the coast of Amapá and 500 km (about 310 miles) from the Amazon River´s Delta. The Federal Public Ministry also ordered that a decision must be formalized within ten working days. Last May, Ibama denied a license to Petrobras which asked for a reconsideration a few days later. Ibama claims that there are “inconsistencies in the information provided by the company”. On the other hand, just this week, the Attorney General’s Office (AGU) informed that it is possible for Ibama to grant the license even without a preliminary evaluation of the area.

FPSO Anita Garibaldi started production this week. The Petrobras vessel will operate simultaneously in the pre- and post-salt fields of Marlim and Voador, both in Campos Basin. The ship is part of the Campos Basin Renovation Plan, the world’s largest recovery program for mature assets. Today, the field produces around 565.000 boed and the goal is increase to 920.000 boed by 2027.

The FPSO has the capacity to produce up to 80.000 boed and process up to 7 million m³ of gas/day. Anita Garibaldi was built by MODEC and will produce in tandem with the FPSO Anna Nery, already in operation. The two will replace nine platforms that operate in the Campos Basin and will be decommissioned.

The president of Petrobras, Jean Paul Prates, declared that the Brazilian state oil company intends to increase the building of ships aiming the oil and gas exploration. The company has ear marked R$ 1.7 trillion (around 8.5 trillion dollars) until 2026, promised by the federal government through the PAC (Growth Acceleration Program in free translation) and also by private companies.

“We are going to have sufficient handling movement and practically equivalent to the peak production of national shipyards during President Lula’s term. In this process, we will decommission old platforms and production systems, bring in new platforms and build ships in Brazil. We are going to fully employ our shipyards again in Rio de Janeiro, Bahia and the rest of the Northeast. In the South, we already have revitalizated shipyards in Rio Grande”, commented Prates.

Petrobras is once again in the market. This time, the Brazilian oil company seeks an UMS (floatel vessel) for a 600-day firm plus 600 days option contract. The tender is divided in two batches: The first one will be under the close dispute mode and the mobilization period is yet to be informed by Petrobras. Commencement of charter is set for March 1st, 2024. The second batch, unlike the first one, has been defined with 180 days for mobilization with commencement set upon completion of the mob period.

The first batch will have priority over the second given that the commencement date of March 1st, 2024 is Petrobras’ target. In terms of technical specifications, the proposed unit must have 440 PAX for Petrobras’ personnel, at least 600m2 of free deck area and must be built 2005 onwards. In case of interest, owners must submit their offer latest by August 11^th, 2023.

Petrobras released a new opportunity for the charter of RSVs (ROV support vessels). Once again Petrobras will entertain Brazilian and foreign tonnage. Interested parties can choose from 4 different batches to offer which vary on commencement date (March and July 2024 or January and July 2025) and technical specifications (number and types of ROV mobilized). Contract period for all batches is 1460 days firm. Deadline to submit offers is set for Augst 1^st 2023.

Last week, Petrobras released to the market the highly anticipated Shallow Diving Support Vessel (SDSV) tender. The opportunity will accept Brazilian/REB and foreign flag candidates as well as “hydrojet” and “daughter craft” categories. Petrobras will prioritize the hiring of vessels equipped with ROV divided into two groups with different deliveries (March/24 and March/25). Vessels hired in this process will have 4 years firm contracts and the current deadline to submit offers is July 31st 2023.

Last Tuesday, Petrobras received offers for their latest AHTS TS opportunity. With
just 5 vessels presented, the early results pulled from Petrobras e-sourcing system
showcased a significant increase in average rates when compared to the previous similar opportunities. Posidonia Shipping presented the AHTS Atlantic Kingfisher from Canadian
Owners Atlantic Towing and managed to secure 1st place in qualification with a day rate of USD 44.975. CBO came just behind with AH Liguria which was offered at USD 46.950.

Remaining offers were nearing USD 60.000, therefore more detached from the possible awarded vessels. This tender was aiming to charter only Brazilian Flag (or REB) vessels and just one small extension on the deadline was granted by Petrobras during the process, which really indicates that this opportunity was
more directed to hire available vessel already in country.
