    Open tenders:

    What has changed?

    • Petrobras At least 1x LH: Opportunity 7004497614 new deadline December 1st, 2025;
    • Petrobras FPSO for Albacora Revitalization: Opportunity 7004415516 new deadline May 25th, 2026.

    What else is happening?

    • Transpetro has completed the scheduled dry-docking of the Oscar Niemeyer gas carrier at Vard Promar, Pernambuco. The vessel underwent structural, electrical, and machinery maintenance, along with an upgrade to its ballast-water treatment system;
    • Solstad Offshore secures new Petrobras contract: The AHTS Normand Topazio is locked into a four-year, USD 73 million deal, starting Q1 2026, further consolidating Solstad’s role in Brazil’s offshore support fleet;
  • Petrobras advances SEAP as SBM Offshore’s FPSO proposals approved for Sergipe Deep-Water fields

    Petrobras advances SEAP as SBM Offshore’s FPSO proposals approved for Sergipe Deep-Water fields

    SBM Offshore’s proposals were officially approved by Petrobras’ committee in the tender for the SEAP (Sergipe Águas Profundas) FPSOs. SBM submitted the lowest bids: US$ 4.1 billion for SEAP II and US$ 4.3 billion for SEAP I. Competing offers included Shapoorji (USD 4.3 b for SEAP II / USD 4.6 b for SEAP I) and MODEC (USD 5.2 b for SEAP II).

    The contract will follow the BOT (Build-Operate-Transfer) model, with one firm FPSO for SEAP II and an option for a second FPSO for SEAP I. Each unit is designed for 120,000 bpd of oil and up to 12 million m³/day of gas, with full gas-export infrastructure. Petrobras expects to finalise commercial negotiation in early 2026 and aims for first oil around 2030.

    Shell expands Santos Basin portfolio

    Shell has finalized the concession agreements it secured during ANP’s 5th Permanent Offer Cycle in June, reinforcing its strategic footprint in the Santos Basin and broadening its deepwater operations. The S-M-1819, S-M-1821, S-M-1912, and S-M-1914 blocks give the company full (100%) ownership, along with a seven-year exploration period followed by 27 years of production rights.

    The signing bonuses amount to roughly R$ 21.3 million. According to the company, this move underscores Shell’s dedication to Brazil’s energy security and brings its portfolio in the country to a total of 72 contracts.

    Special WSB: “Por onde anda?”

    Launched with ambition, left unfinished and now drifting through years of silence.

    MT Abreu e Lima became one of the most emblematic hulls in Guanabara Bay. An Oil Products Tanker designed at 182.85 meters in length and 32.2 meters in beam, it was ordered by PDVSA and built at EISA. Capacity: roughly 340,000 barrels of refined products. Hull launched in 2009, with outfitting halted midway.

    The project collapsed in early 2010, when PDVSA suspended payments amid Venezuela’s financial deterioration. Work stopped. The vessel remained where it was launched, turning into a symbol of the shipyard’s downfall and of an interrupted industrial cycle.

    In October 2024, after years of stillness, the vessel made headlines again. Strong winds in Rio broke its mooring lines sending the hull adrift. Brasa Marítima stepped in and restored the vessel to safety, towing it back to a secure berth.

    Current status: structurally afloat, mechanically incomplete and still awaiting any decision on its ultimate fate. No confirmed owner movement, no classification activity and no sign of reactivation so far.

    Brazilian Navy announced that the PROSUB25 ceremony will take place on 26 November at Itaguaí Naval Complex, marking two important steps: armament presentation and operational transfer of submarine Tonelero (S-42), and launch of submarine Almirante Karam (S-43).

    Solstad Offshore ASA confirmed today (November 26) that it has signed a firm 4-year agreement with Petrobras for AHTS Normand Topazio. Contract starts in Q1 2026 and is valued at roughly USD 73 million. The vessel will support Petrobras offshore logistics and anchor-handling activities, reinforcing Solstad’s long-standing presence in Brazil’s supply fleet.

    Marlim (Bravante) secures ad referendum pproval from the FMM to expand its tug fleet

    CDFMM has granted Marlin Environmental Services an ad referendum approval for a R$ 40.7 million priority to build six tugs at Estaleiro São Miguel, both part of the Grupo Bravante. This special form of approval — issued directly by the Director pending formal board ratification — supports the project’s relevance and readiness to advance without delay.

    For Bravante, the initiative strengthens fleet autonomy across its operations. For Estaleiro São Miguel, the timing is favorable: the Bravante Group continues to recover financially and is expected to release key guarantees as early as next year, improving conditions for newbuild contracting.

    The priority remains valid for 450 days, offering a clear runway for financing and execution as Brazil’s shipbuilding sector gains momentum.

    This creates a two-way market:

    • pleasure craft heading into Brazil,
    • older offshore units moving out of Brazil for compliant end-of-life handling.

    Such flows fit directly within WSB Advisors’ brokerage structure.

    2. Shipbuilding insights beyond traditional offshore and merchant vessels

    FLIBS gave visibility to shipyards diversifying into fast craft, aluminium builds, composite construction, and hybrid propulsion solutions.     Petrobras reports high quality oil indication in Campos Basin

    Petrobras announced the discovery of high-quality oil in a post-salt exploratory well in the Sudoeste de Tartaruga Verde block, Campos Basin, about 108 km off Campos dos Goytacazes (RJ). Well 4-BRSA-1403D-RJS was drilled in water depth of around 734 meters and initial logging, gas indication and fluid sampling confirmed the presence of hydrocarbons.

    Petrobras states that reservoir samples will be sent to laboratories for detailed analysis, including fluid characterization and reservoir quality tests, which will support future estimates of productive potential.

    Sudoeste de Tartaruga Verde was awarded to Petrobras in September 2018 during Brazil’s 5th Production-Sharing Round, with Petrobras holding 100% operating interest and PPSA acting as contract manager.

    Even with strong pre-salt growth, Campos remains a strategic region for upcoming investments, especially where post-salt plays with simpler geology offer shorter cycle times and potential cost reductions.
