    This week, Rio de Janeiro hosted the 18th edition of Navalshore, Latin America’s largest naval industry fair in place. Our team of brokers and advisors was there with Daniel Buckley (Chartering Manager), Raphael Montes (Proposals Manager), Ronaldo Lima (Senior Advisor), Paulo Rolim (Advisory Services Lead) Genésio Ramos (Newbuild Lead), Pedro Pellegrini (Market Intel) and Maurício Almeida, our esteemed partner from Pinheiro Almeida.

    We had the privilege of engaging with leading industry professionals, including Carlos Eduardo Pereira (aka Cae), CEO of Starnav; Carlos Renato Pena, CEO of Camorim; and Juraci Gesteira, partner of Belov. WSB Advisors also leveraged our relationships with key players in the offshore sector, such as Estaleiro Atlântico Sul and Vard.

    In what was truly a highlight of the Navalshore week—the largest maritime trade show in Latin America—we gathered for an unforgettable evening at the Iate Clube do Rio de Janeiro.

    A heartfelt thank you to our dear friend Alex Ikonomopoulos from Posidonia, our gracious host who extended invitations to William Tan from WTN LAK, Mauricio Almeida from Pinheiro Almeida, Dahir Chede from Asgaard Bourbon, and many other esteemed colleagues.

    We were thrilled to reconnect with old friends and top professionals from our brokerage industry, including Dante Carvalho and Fernando Elias from Brazilship, Eduardo Veiga and Felipe França from Aspen Offshore, and our valued clients from Solstad Offshore, Felipe Meira and Diogo.     Brazilian Maritime Market: An Overview

    The Federation of Industries of the State of Rio de Janeiro has unveiled a detailed report on Brazil’s maritime market, with a special focus on Rio de Janeiro. This report is one of the key sources we use to validate information for WSB One, the largest and most comprehensive database in the market.

    Key Highlights:

    Economic Power

    • The Oil & Gas (O&G) sector represents 15% of Brazil’s industrial GDP.
    • Approximately 96% of this activity takes place in offshore fields, primarily along the coast of Rio de Janeiro.
    • Significant growth over the past 20 years, driven by advancements in deep and ultra-deep water oil and gas production.

    Evolution of the Maritime Support Fleet

    • 1997: Market demand was for 137 vessels. The Brazilian fleet had 32 vessels, with 105 chartered from abroad.
    • 2014: Global demand peaked. The fleet in Brazil comprised 500 vessels (243 Brazilian and 257 foreign).
    • March 2024: The current fleet consists of 434 vessels (371 Brazilian and 63 foreign).
    • Details of the current fleet: 201 PSVs/OSRVs; 63 LH/SVs; 61 AHTS; 25 crew/FSVs; 20 MPSVs; 19 RSVs; 17 PLSVs; 9 Flotels; 5 WSVs; 2 CTVs; 1 SESV; CSV and DSV.
    • Brazil leads the world in AHTS vessels with over 15,000 BHP: 36 out of 235.

    Investments

    • Petrobras plans to contract 38 new maritime support vessels (PSVs, OSRVs, RSVs) by 2030 for contracts ranging from 8 to 10 years.
    • US$ 10 billion has been invested in building 210 OSVs over 20 years, with 76% of this investment coming from foreign companies.

    Decommissioning

    • Petrobras plans to invest US$ 16 billion in decommissioning 23 vessels by 2028, with a major focus on the Campos Basin. An additional 40 vessels will be decommissioned beyond this period.
    • The Port of Açu in São João da Barra handles over 70% of the offshore support for the basin and is well-positioned to meet this demand.

    Rio de Janeiro

    • It is the central hub of the Brazilian maritime market.
    • A major driver of naval demand, particularly due to the offshore oil and gas market, which accounts for 85% of Brazil’s oil production and nearly 75% of its gas production.
    • In addition to the O&G sector, Rio de Janeiro also benefits from emerging markets such as offshore wind energy, defense, logistics, maritime support, fishing, and tourism.
    • The state hosts 24 of the country’s 49 shipyards and naval yards, representing the largest operational naval park in Brazil. Of the large shipyards in the country, 50% are located in the state.

    From Tuesday (20th), to Thursday (22nd), Rio de Janeiro will host the 18th edition of Navalshore, the largest maritime industry trade show in Latin America. The event brings together the key players in the sector at a crucial moment of technological transformation and innovation. With a total of 49 presentations and 110 exhibitors, Navalshore reaffirms its role as the epicenter for strategic discussions and knowledge exchange in the maritime industry in the country.

    Among this year’s participants are major companies such as Belov Engenharia, Grupo Bravante, Transpetro, and Vale, highlighting the event’s broad scope and influence. WSB Advisors will also be present, represented by Ronaldo Lima, Senior Advisors at WSB, who will actively engage in discussions and networking.

    Eiffel Tower and offshore: an analogy

    Francisco Francilmar from PRIO made a compelling analogy between the EiffelTower ’s enduring legacy and the potential longevity of offshore oil and gas assets.

    Just as the Eiffel Tower has surpassed its intended lifespan through robust engineering and consistent maintenance, some offshore structures have also exceeded their projected lifespans, continuing to operate safely and efficiently.

    In Brazil, over 20 offshore units and fields will reach their life-of-field limits within the next decade., while our country currently lacks both a regulatory framework and the necessary infrastructure to dismantle and dispose of these assets responsibly. This imbalance extends beyond our borders when “oil and gas” waste is exported to other regions for dismantling, often in under-regulated environments. While some cases, such as the FPSO Fluminense from Shell being correctly disposed of in Denmark ‘s. M.A.R.S, set a positive precedent, much work remains to ensure sustainable practices.

    Francilmar’s initiative to highlight the importance of extending the life of existing fields and offshore units is aligned with an immediate and viable solution for our industry. By doing so, we can maximize the social and economic benefits of these assets while preparing to develop the necessary regulatory framework and infrastructure to manage their eventual disposal sustainably.

    In the last 30 days, we’ve seen an alarming series of mooring line ruptures on Petrobras platforms P-38 and P-19, with 3 incidents on P-38 and 2 on P-19. These events, though unexpected, highlight the critical importance of reliable mooring systems, especially during the rough seas of the winter season. Despite the additional capacity built into these systems, their integrity should not be compromised under such conditions.

    At WSB Advisors, we believe that the monitoring of mooring line tension should go beyond computerized models and ROV inspections. We advocate for the use of mechanical means to ensure accurate and real-time tension verification, a technology we are ready to provide to the market.

  • New FPSO in Brazilian waters

    New FPSO in Brazilian waters

    The FPSO Maria Quitéria arrived in Brazil last week, ready to boost production at the Jubarte Field in the Parque das Baleias, Campos Basin, by 100,000 boed. Chartered by Petrobras, the vessel has the capacity to process up to 5 million cubic meters of gas per day and inject around 330,000 bpd of water, connected to eight production wells and eight injectors.

    Built by Yinson, the FPSO left China in May of this year. The Maria Quitéria is scheduled to start operations by the end of this year, moving up the initial timeline which set its operational start for 2025.
